An Update on DSS-BREC Issue Regarding BREC's Programs for Children

An Update on BREC-DSS Discussions

East Baton Rouge Parish-BREC received a letter Aug. 23 from the State of Louisiana's Office of Children and Family Services' Licensing Section demanding that BREC end operation of BREC's holiday and summer camps, "Tiny Tots" program and the "Rec Time" program, threatening an injunction if BREC refuses.

Attorneys for both agencies met Tuesday, Aug. 31 to address this issue. BREC Superintendent Bill Palmer presented the case that BREC, by legislation and mission as a recreation provider, does not qualify as a childcare center, and therefore not under DSS' jurisdiction.

DSS eliminated four centers from the original closure order. They are Jackson Park, Kathy Drive, Lovett Road and Plank Road, but refused to exclude all of BREC's recreation programs. Now DSS demands BREC only close Church Street and Antioch recreation centers' programs.
BREC plans to continue to operate these recreation programs until the Louisiana Attorney General states otherwise.
